📢 Dexis Interactive Incorporated, an international development firm based in the United States, is implementing the USAID-funded Armenia Integrity Project (AIP). The purpose of the Integrity Project is to reduce opportunities for corruption and reinforce public demand for improved governance and accountability in Armenia by strengthening corruption prevention institutions and integrity systems, supporting the implementation of specific legal-regulatory measures for corruption prevention, and facilitating a collective action approach to hold local entities engaged in corruption prevention mutually accountable. Within the framework of its ongoing commitment to support the CPC’s institutional capacity development and strengthening, AIP intends to engage an organization of investigative journalists to conduct training courses for the staff of the CPC on fact-checking, open-source use, investigative, and networking tools. Experts from investigative journalist groups will support relevant CPC staff to work with information databases, data collection, and fact-checking tools. Description of the Project:Under the AIP work plan activity 1.1 (CPC Functional and Operational Capacity Strengthened) AlP is seeking an organization to conduct training courses for the CPC staff.The main goal of the project is to enhance the capacity of the CPC staff by conducting training courses on the following topics:- Identification and utilization of information databases, search engines, and data collection techniques.- Data research skills, data sorting, classification, and validation.- Data summarization and reporting.- Utilization of fact-checking tools in daily departmental activities.The training courses will contribute to enhance the knowledge of the CPC staff and improved performance as they perform their duties, enabling them to identify relevant databases at national and international levels, and extract valuable information for their functions.The Organization will work closely with the CPC and Armenia Integrity Project (AIP) staff to develop the training course outline to meet CPC’s needs.Deliverables:- Conducting training courses on each topic outlined in the Description of the Project.- Agenda for each training session adjusted to meet the needs of CPC and presentation slides and/or materials.- Pre- and post-knowledge tests and data analysis reports.- Developed training methodology. – Two types of certificates for participants (completion and participation).15 to 20 people from the six departments of CPC will participate in the capacity-building sessions and on-the-job trainings.

📢 The Strategic Communications Support Activity Project is a USAID program implemented by Chemonics International in Armenia. The goal of the Strategic Communications Support Activity is to support the Government of Armenia (GOAM) to build effective streamlined, data-driven, and citizen-centered strategic communication systems, capacity, and practices. As part of project activities, the Strategic Communications Support Activity requires the purchase of accommodation and event organization services for implementation of the project activities.The purpose of this RFQ is to solicit quotations from eligible Vendors for as-needed, ad hoc purchases of accommodation and event organization services. As a result of this RFQ, the Strategic Communications Support Activity Project anticipates issuing a blanket purchase agreement (BPA)— or possibly multiple BPAs—to establish specific pricing levels and parameters for ordering these services. This will allow the Strategic Communications Support Activity Project to issue specific purchase orders, on an as-needed basis, for the procurement of these services over the next 12 (twelve) months. The Vendor shall furnish the services described in any purchase orders issued by Chemonics under this BPA. Chemonics is only obligated to pay for services ordered through purchase orders issued under this BPA and delivered by the vendor in accordance with the terms/conditions of this BPA.Offerors are responsible for ensuring that their offers are received by Chemonics in accordance with the instructions, terms, and conditions described in this RFQ. 📢 .BackgroundDemocracy International (DI) is implementing the USAID-funded Protection, Inclusion and Empowerment (PIE) activity, which aims to support disadvantaged and marginalized populations in Armenia through needed legal-regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable populations. It will do so through five interrelated components: 1.) Inclusion, protection and empowerment policy and legislative reform, 2.) Improved inclusion, protection, empowerment services for vulnerable and marginalized groups, 3.) Enhanced protection and inclusion of those affected by instability and violent hostilities/conflict, 4.) Outreach, communications, research regarding social sector policy and services, and 5.) Adaptive social protection to address the impacts of global or domestic crises. As part of this Activity, DI is supporting the Government of Armenia in strengthening its capacity to effectively conduct public outreach and communication regarding policy and legislative reforms; address research gaps on women, security, and gender; and access social protection services including strategic communication and outreach to vulnerable groups.The Government of Armenia’s 2023-2027 Comprehensive Program for the Social Inclusion of People with Disabilities envisages activities aimed at combating stereotypes and discriminatory attitudes towards persons with disabilities, as well as raising awareness of their rights. From June to September 2024, DI will support the Government of Armenia’s implementation of an awareness-raising campaign on the rights of persons with disabilities. The campaign will highlight recent reforms affecting persons with disabilities, the work of the Unified Social Service, available services, and access to them. The campaign’s messaging will target persons with disabilities, service providers, as well as the broader society.The Government of Armenia is also implementing its 2023-2025 Counter Trafficking in Person (C-TIP) National Action Plan. The National Action Plan attaches great importance to the public awareness of forms of human trafficking, their dangers, and ways to avoid them. Specifically, the Plan includes awareness raising campaigns and public events aimed at changing the socio-cultural environment and perceptions of the broad strata of the Armenian population regarding TIP. From June to September 2024, DI will support the Government of Armenia’s implementation of a nationwide C-TIP campaign to highlight legal changes, the National Action Plan activities, consequences for TIP perpetrators, services for victims, and how to report TIP suspects.
