❗️ Currently, returning to Ukraine 🔙 is one of the most urgent, but at the same time the most difficult issues. This is due to the fact that people left Ukraine during the period of active hostilities under a simplified procedure that did not require a travel document.
As a general rule, refugees and persons in need of complementary protection may enter Ukraine if they have a travel document. In case of its absence, it is possible to return to Ukraine by obtaining a certificate for return to Ukraine 📃.

If it is not possible to obtain such an identity card, the legislator has introduced an opportunity for those who wish to return to Ukraine but do not have proper documents to apply to the Head of the State Border Guard Service of Ukraine 🛃 for an entry permit to Ukraine.
This possibility is regulated by Para. 6 of Article 14 of the Law of Ukraine "On Border control", according to which foreigners and stateless persons have the right to apply to the Head of the State Border Guard Service of Ukraine for an entry permit to Ukraine in accordance with the procedure established by the legislation of Ukraine.
A request for obtaining a permit to enter Ukraine, you should describe your situation, indicating:
✅the reason why you are requesting a permit to enter Ukraine,
✅ your status in Ukraine and the host country,
✅ also attach copies of your identity documents.
This application should be sent to the email of the Head of the State Border Guard Service of Ukraine → adpsu@dpsu.gov.ua.

🪪удостоверения лица, нуждающегося в дополнительной защите в Украине🇺🇦
‼️Процедура обмена проездного документа в Украине 🇺🇦

💡Для продления срока действия удостоверения беженца или лица, нуждающегося в дополнительной защите ☝️необходимо осуществить следующие действия⤵️

🔵 До окончания срока действия документа обратиться в территориальный орган государственной миграционной службы Украины по месту жительства;
🔵 Предоставить заявление установленного образца;
🔵 Предоставить оригинал удостоверения беженца или лица, нуждающегося в дополнительной защите, срок действия которого продлевается;

⚠️ По требованию территориальных органов государственной миграционной службы 🏢, по необходимости, предоставить дополнительную информацию📜

⏳Срок принятия решения: 15 рабочих дней с дня подачи заявителем всех необходимых документов.

💡Для обмена проездного документа необходимо совершить следующие действия⤵️

🔵 До окончания срока действия документа обратиться в территориальный орган государственной миграционной службы Украины по месту жительства;
🔵 Предоставить заявление установленного образца;
🔵 Предоставить оригинал удостоверения беженца или лица, нуждающегося в дополнительной защите;
🔵 Предоставить две фотографии размером 35 х 45 миллиметров;
🔵 Предоставить документ с отметкой банка об осуществлении установленных законодательством платежей или документ об освобождении от таких платежей.

⚠️ Стоимость оформления проездного документа беженца составляет 452,00 грн.

⏳ Срок принятия решения: 15 рабочих дней с дня подачи заявителем всех необходимых документов.

🚫 НЕЛЬЗЯ дистанционно подать заявление на продление или обмен выше указанных документов;

🚫 НЕЛЬЗЯ подать заявление на продление или обмен выше указанных документов через адвоката или другого представителя, кроме законного (законный представитель - необходимое/обязательное процессуальное представительство, возникает на основании закона, административного или судебного акта при наличии таких юридических фактов, как установление опеки или попечительства, родство/усыновление, касается малолетних и несовершеннолетних детей и т.д.);

💡In order to extend the validity of the certificate of a refugee or a person in need of complementary protection ☝️it is necessary to carry out the following actions⤵️

🔵 Before the expiration date of the document, apply to the territorial body of the State Migration Service of Ukraine at the place of residence;
🔵 Provide an application of the established form;
🔵 Provide the original certificate of a refugee or a person in need of complementary protection, the validity of which is being extended;

⚠️ At the request of the territorial bodies of the State Migration Service 🏢, if necessary, provide additional information 📜

⏳Decision time: 15 working days from the day the applicant submits all the necessary documents.

💡To exchange a travel document, you need to do the following⤵️

🔵 Before the expiration date of the document, apply to the territorial body of the State Migration Service of Ukraine at the place of residence;
🔵 Provide an application of the established form;
🔵 Provide the original certificate of a refugee or a person in need of complementary protection;
🔵 Provide two photos of 35 x 45 millimeters;
🔵 Provide a document with a bank mark on the implementation of payments established by law or a document on exemption from such payments.

⚠️ The cost of issuing a refugee travel document is UAH 452.00.

🟢Германия 🇩🇪 - граждане третьих стран, которые легально и долгосрочно проживали в Украине до 24 февраля 2022 года и чье возвращение в страну происхождения является небезопасным.

Countries that have expanded the scope of temporary protection are:
🟢Bulgaria 🇧🇬 - persons with foreign citizenship or statelessness who left the territory of Ukraine as a result of hostilities and entered and remained on the territory of the Republic of Bulgaria, if they explicitly state that they want to enjoy the status of temporary protection;
🟢Czehia 🇨🇿 - non-Ukrainian third-country nationals legally staying (e.g. with visa) in Ukraine before 24 February 2022 and who can prove that their return to their country of origin is not possible due to threat of imminent danger;
🟢Finland 🇫🇮 - citizens of countries outside the European Union, citizens of countries not party to the Schengen Agreement, and stateless persons who were legally residing in Ukraine and whose return to their country of origin safely and permanently is not possible;
🟢Germany 🇩🇪 - third-country nationals who legally and long-term resided in Ukraine before February 24, 2022 and whose return to their country of origin is unsafe.

EU 🇪🇺 countries that have limited ✖️ granting of temporary protection to foreigners, except refugees and persons in need of complementary protection in Ukraine:
🔴Austria 🇦🇹 🔴Denmark 🇩🇰 🔴Estonia 🇪🇪 🔴Portugal 🇵🇹 🔴Sweden 🇸🇪

💡Проездной документ открывает для вас возможность путешествовать во все страны, которые подписали Женевскую конвенцию о статусе беженцев 1951 года📜

⚠️Однако, для посещения большинства стран вы должны предварительно подать заявление на получение визы📝
‼️Государства которые разрешили взаимное посещение на период не более трех месяцев пребывания ❎ без визы смотрите тут. Украины нет в этом перечне, к сожалению.
⚠️Решение о том, получите ли вы визу или нет, остается на усмотрение государства, в которое вы хотите въехать.
☝️Каждое договаривающееся государство будет предоставлять беженцам, лицам требующим дополнительной защиты, ⚖️ законно пребывающим на его территории, право выбора места проживания 🏨 и свободного передвижения 🚘 в пределах его территории ☝️при условии соблюдения всех правил📃, обычно применяемых к иностранцам при тех же обстоятельствах 🌍
