CONSULTANCY SERVICES UNDER CONSULTANTS QUALITY AND COST-BASED SELECTION (QBCS)
1- Background;
The mission of Qatar Red Crescent Society (QRCS) in Gaziantep, Turkey intends to hire consultancy services for providing Socio-Economic Evaluation and Economic Analysis for its transitional shelter projects implemented for the IDPs in the North West of Syria. QRCS has successfully completed three shelter projects (villages) of 200 to 500 mud houses in each to move IDPs out of tents into these homes with decent living conditions, one more project is under construction. There are significant investments to be made to improve the efficiency of shelters for the Syrian IDPs that require adequate planning and managerial capacity, and hence economic effectiveness to ensure financial safeguards in a conflict situation. The affected communities continue suffering displacement and access to decent living, the experience of QRCS shows that preparation of proposals and plans to make use of humanitarian funds in transitional shelter infrastructure should continue as early as possible and respond the emergency needs inventively.
2- Brief description of services;
The consultancy will aim in particular at evaluating the economic viability of the alternative homes of environment-friendly nature (mud infrastructure). All the initial feedback available suggests high need and importance of these semi-permanent solutions for transitional shelters, however there is no evidence of economic feasibility. The intended evaluation thus should provide valuable analytical commentary using the information available and building an economic case for investment in similar transitional shelters. The following economic and socio-economic analyses are required considering more than one of the completed shelter villages;
a. Shelter economies; includes supply and demand analysis for more shelter projects, comparison with other shelter options in budgetary terms in view of house and land values and influx of IDPs/returnees in the framework of the ongoing conflict in Syria, shelter projects implemented in the area by other partners, options for new investment and cost recovery, BCR and EIRR overview and optimized benefits for settlers’ welfare;
b. Socio economics; financial earns by the workers engaged in construction and impact on local labor economy, socio-economic opportunities with respect to settlers’ basic needs considering inflations in prices and population, potential for income generation and self-sufficiency, vulnerability to prolonged poverty and lack of financial resources, overall change in settlers’ welfare, project sustainability, and recommendations for related environmental and social safeguards;
c. Market economics; private sector engagement, impact of household productivity and village production on market economy in the vicinity and host community, impact on price and availability of local construction material during construction, and schooling cost and possible incremental needs or changes;
d. Design and management economics; assessment of the management cost per project (village) and house unit in monthly and annual spans, impact of market inflation and fluctuation on the project design and execution, efficacy of study and design cost vis-a-vis management and implementation costs, and provision of complementary recommendations in any of the above analyses with presentation of viability results.
3- The Interested consultants must provide:
i. Information indicating that they are qualified to perform the services (brochures or other material) with description of similar assignments performed, the nature and scope of these assignments and the staff involved;
ii. Experience of performing similar services in similar (conflict or post conflict) conditions;
iii. Proof of availability of appropriate skills among staff;
